Item Challenges facing procurement and supply professions in Tanzania: higher education students’ perceptions(Emerald Publishing Limited, 2022) Changalima, Ismail Abdi; Mwaiseje, Shadrack Samwel; Mchopa, Alban Dismas; Panga, Faustine PeterDespite the fact that students in higher education contributes significantly to the number of professionals, little has been done to incorporate the students’ perspectives on the status of procurement and supply professions in Tanzania. This study examined the challenges confronting the procurement and supply professions from the perspective of future procurement professionals enrolled in Tanzanian higher education. A cross-sectional design was used to collect data from undergraduate students majoring in procurement and supply chain management in Tanzanian higher education using a structured questionnaire. The findings revealed that the challenges affecting the procurement and supply professions were buyer- and supplier-related challenges as perceived by Tanzanian higher education students. The study’s findings should be generalized with caution because the findings represent the perspectives of Tanzanian procurement and supply undergraduate business students. Furthermore, the included sample of procurement and supply undergraduates cannot represent all students’ perceptions; thus, other studies may broaden the sample by including the opinions of other higher education students. This is the first study that looks at how students in higher education institutions, who are considered future procurement and supply professionals, perceive the challenges of the procurement and supply professions in Tanzania.Item Do internet marketing capabilities interact with the effect of procedural capabilities for public procurement participation on SMEs’ sales performance?(Emerald, 2023) Changalima, Ismail Abdi; Israel, Baraka; Amani, David; Panga, Faustine Peter; Mwaiseje, Shadrack Samwel; Mchopa, Alban Dismas; Kazungu, Isaac; Ismail, Ismail JumaPurpose – This study aims to examine the influence of procedural capabilities for public procurement participation on small and medium enterprises’ (SMEs) sales performance in Tanzania. Also, the study establishes the interaction effect of internet marketing capabilities on the relationship between procedural capabilities and sales performance. Design/methodology/approach – The authors conducted confirmatory factor analysis and PROCESS macro for simple interaction analysis to analyse cross-sectional data that were obtained through questionnaire from surveyed SMEs’ managers. The included SMEs are those that are involved in supplying goods, services and works to public entities in Dodoma, Tanzania. Findings – The findings reveal that procedural capabilities for participation in public procurement enhance SMEs to improve sales performance. Also, there is a significant and positive relationship between internet marketing capabilities and sales performance. Lastly, internet marketing capabilities strengthen the relationship between procedural capabilities and sales performance. Social implications – This study is a wake-up call to SMEs to better comprehend public procurement procedures and e-business practices to use the available public procurement opportunities. It is argued that SMEs should invest in technology to market their businesses through social media and online platforms. According to the study, SMEs may benefit from improving their sales performance by fully utilizing their internet marketing capabilities and participating in public procurement opportunities. Originality/value – This study adds to the two main streams of literature that emphasise harnessing public procurement opportunities for SMEs (through public procurement participation) and leveraging internet marketing capabilities for SMEs to improve their sales performance.Item Effectiveness of the force account approach in Tanzanian local government authorities: Do management support and staff competence matter?(HATASO in United States, 2023) Macharia, Theresia Ernest; Banzi, Alex Lelian; Changalima, Ismail AbdiIn Tanzania, the force account approach has been used for years to procure construction projects. In this regard, it is necessary to investigate the effectiveness of the force account approach in construction projects. This research examines the influence of management support and staff competence on the effectiveness of the force account approach in Tanzanian local government construction projects. Using structured questionnaires, cross-sectional data were collected from procurement practitioners involved in force account construction projects at Kongwa District Council. The findings revealed that management support and staff competence are essential determinants of the effectiveness of the force account approach in Tanzanian local government authorities' construction projects. The results also revealed that staff competence is the most critical factor influencing the effectiveness of force accounts in local government authorities, with β = 0.558 and p < 0.001. Furthermore, the effectiveness of management support and the force account approach are positively and significantly related (β = 0.233 and p = 0.006). As a result, procurement practitioners in respective local government authorities should ensure they can implement the force account approach. The study also suggests future research on other factors that may explain the variation in the effectiveness of implementing the force account approach. Furthermore, because the study focused on local government authorities, future studies can be conducted by soliciting input from central governments and other public procuring entities.Item Extending the mediation role of entrepreneurial self-efficacy on enhancing students’ entrepreneurial intentions: A moderated mediation model(Elsevier BV, 2024) Amani, David; Ismail, Juma Ismail; Makona, Athuman; Changalima, Ismail Abdi; Kazungu, IsaacEntrepreneurship education provided by higher education institutions is essential in equipping students with the required abilities to initiate and develop successful businesses. However,existing literature on its contribution has yielded inconclusive results. This study explores the mediating role of entrepreneurial self-efficacy in enhancing the entrepreneurial intentions of business students, while adopting a moderated mediation analysis with entrepreneurship education as the predicting variable and the entrepreneurial environment as the moderating variable. Data was collected from 271 business undergraduates in Tanzania, and analyzed using PLS-SEM. The results revealed that entrepreneurial self-efficacy is a significant mediator in the influence of entrepreneurship education on entrepreneurial intentions. Furthermore, the study identified the moderation role of the entrepreneurial environment in the indirect effect of entrepreneurship education on enhancing entrepreneurial intentions with entrepreneurial self-efficacy as a mediator. Therefore, the study recommends that higher education institutions empower students with entrepreneurial self-efficacy to promote entrepreneurial intentions, while also creating environments conducive to entrepreneurship that support these intentions. This study aims to examine the role of HRD on the effectiveness of public procurement in Tanzania. Design/methodology/approach This study employed a cross-sectional research design under which data was collected from 168 procurement professionals in Dodoma city, Tanzania. Structural equation modelling (SEM) was employed to analyse the collected data and examine the structural relationships between HRD and the effectiveness of public procurement in Tanzania. Findings The findings revealed that all the variables of human resource development; career development, training and performance appraisal, are statistically significant and positively related to the effectiveness of public procurement. Therefore, the findings reveal that career development, training and performance appraisal as HRD practices play an important role in enhancing the effectiveness of public procurement in the surveyed public procuring organisations in Tanzania. Research limitations/implications This current study divides HRD into three main practices: career development, training and performance appraisal. This limits the study's applicability to other HRD practices that organisations may institutionalize to public procurement professionals who work in various public organisations in Tanzania. Originality/value This paper integrates the concept of HRD and public procurement effectiveness. Therefore, the study adds value to the literature on human resource management and public procurement management.Item I share because I care! Smallholder farmers’ perceptions of the usefulness of word of mouth for their market participation decisions(Emerald, 2023) Ismail, Ismail Juma; Amani, David; Changalima, Ismail Abdi; Kazungu, IsaacPurpose The approach to integrate concepts from different disciplines so as to solve the problems facing smallholder farmers has gained momentum in recent years. However, very little is known about how word-of-mouth (WOM) dimensions can be used in agricultural marketing to explain market participation among smallholder farmers. Therefore, this study investigates the perceived usefulness of WOM in explaining smallholder farmers’ market participation. Design/methodology/approach The cross-sectional design was carried out to survey a sample of 467 smallholder farmers. This study used partial least squares structural equation modelling (PLS-SEM) in SmartPLS 4 to test hypotheses. Findings The results revealed that WOM dimensions such as expertise differential, strong tie and trustworthiness among smallholder farmers significantly influence the WOM message delivery. Likewise, the findings suggest that WOM message delivery significantly influences market participation among smallholder farmers. Finally, it was revealed that WOM message delivery significantly mediates the relationship between WOM dimensions and market participation. Practical implications This study provides useful insights to smallholder farmers on how to use WOM dimensions to enhance more market participation in formal markets, especially through proper WOM message delivery. Originality/value The current study solves the problem of information asymmetry among smallholder farmers through WOM. It is perhaps the first study to establish the link between WOM dimensions and market participation among smallholder farmers in the context of developing countries.Item Procurement skills and procurement performance in public organizations: the mediating role of procurement planning(Taylor & Francis Online, 2022) Changalima, Ismail Abdi; Mdee, Anjela EwaldSkills are important qualities that procurement practitioners should have because they are relevant to procurement activities. Given its significance, this study investigates the influence of procurement skills on procurement performance in public organizations in Tanzania. Furthermore, the study investigates the mediating effect of procurement planning on the relationship between procurement skills and procurement performance. A cross-sectional study was conducted, with data collected from public procurement practitioners in Dodoma City, Tanzania, using a structured questionnaire. To ascertain the hypothesized relationships, structural equation modeling was used. The findings indicate that procurement skills have a positive and significant influence on procurement performance in Tanzanian public organizations. Furthermore, procurement skills and procurement planning are significant and positively related and procurement planning significantly influences procurement performance. Finally, procurement skills have an indirect influence on procurement performance through procurement planning. The study concludes that procurement planning mediates the relationship between procurement skills and procurement performance. Therefore, procurement skills should be used to improve procurement planning in public organizations and procurement performance. In this regard, public organizations should ensure that practitioners are adequately trained to improve their skills in preparing and implementing procurement plans for improving procurement performance in their respective organizations.Item Supplier management practices and public procurement performance in Tanzania: the moderating effect of contract management difficulty(The University of Dodoma, 2023) Changalima, Ismail AbdiThis study aimed at investigating the influence of supplier management practices on public procurement performance in Tanzania and establishing the moderating effect of contract management difficulty. Specifically, the study determined the influence of supplier selection and evaluation, supplier monitoring, and supplier development on public procurement performance, as well as how contract management difficulty moderated the influence of these practices on public procurement performance dimensions (cost reduction, lead time, and buyer satisfaction). The theoretical framework guiding the study included the resource-based view, agency theory, and transaction cost theory. The study utilised a quantitative approach, gathering cross-sectional data via structured questionnaires from randomly selected procuring entities in Arusha, Dar es Salaam, Dodoma, Mbeya, and Tanga. The analysis involved covariance-based structural equation modelling and moderation regressions using Hayes‟ PROCESS macro. The findings demonstrated that all supplier management practices positively and significantly influenced public procurement performance dimensions (p < 0.05). Contract management difficulty exhibited a negative moderating effect on the influence of supplier monitoring and supplier development across all public procurement performance dimensions (p < 0.05), as indicated by non-zero values within confidence intervals. Notably, contract management difficulty did not significantly moderate the influence of supplier selection and evaluation on public procurement performance. The study concluded that supplier management practices are crucial determinants of public procurement performance, and contract management difficulty negatively affects the influence of supplier monitoring and supplier development, but not supplier selection and evaluation. The study urges procuring entities to embrace supplier management practices in terms of supplier selection and evaluation, supplier monitoring, and supplier development so as to improve public procurement performance. Also, the Public Procurement Regulatory Authority should prioritise efforts for procuring entities to effectively controlling contract management difficulties especially in supplier monitoring and development practices. To expand on the current study, additional research was directed toward other supplier management practices and other moderating variables such as behavioural uncertainty, supplier perceived value, and procurement skills.Item Supplier monitoring and procurement performance in the public sector in Tanzania: the moderating role of contract management difficulty(Emerald Publishing Limited, 2022) Changalima, Ismail Abdi; Mchopa, Alban Dismas; Ismail, Ismail JumaPurpose – This study aims to examine the effect of supplier monitoring on procurement performance in the Tanzanian public sector, as well as how contract management difficulty moderates the effect of supplier monitoring on procurement performance. Design/methodology/approach – In this paper cross-sectional data were collected from 179 Tanzanian public procuring organizations using a structured survey questionnaire. Confirmatory factor analysis (CFA) and the PROCESS macro were used to analyse the collected data. Findings – Supplier monitoring has a positive and significant relationship with procurement performance in terms of cost reduction, lead times and buyer satisfaction. Furthermore, contract management difficulty has a negative moderating effect on the relationships between supplier monitoring and procurement performance dimensions. Research limitations/implications – Because public procurement is governed by laws and procedures, generalization of results should be done with caution. This is because the study is currently limited to Tanzanian public procurement. Apart from contract management difficulty, future research can look at other factors that may be needed to moderate the link between supplier monitoring and procurement performance. Practical implications – Procurement practitioners must monitor major suppliers’ timeliness, product quality and order accuracy in order to improve procurement performance. Furthermore, proper contract management is required, which necessitates effectively reinforcing procurement contract managers’ responsibilities and providing contract management training for practitioners in order to control anomalies when suppliers and contracts are involved.Item The behavioural uncertainty and environmental sustainability of restaurant businesses: the moderating role of purchasing technical knowledge(Emerald, 2023) Elias, Ruth; Changalima, Ismail AbdiPurpose The study investigates the effect of behavioural uncertainty on the environmental sustainability of restaurant businesses in Tanzania. Also, the study examines the moderating role of purchasing technical knowledge on the main relationship between the study variables. Design/methodology/approach The quantitative approach was used and cross-sectional data were collected at a specific time from restaurant businesses in Dodoma, Tanzania. The PROCESS macro was used to analyse the relationships between behavioural uncertainty, purchasing technical knowledge and environmental sustainability. Findings Behavioural uncertainty has a significant and negative effect on the environmental sustainability of restaurant businesses. Purchasing technical knowledge, on the other hand, has a positive and significant effect on the environmental sustainability of restaurant businesses. Finally, purchasing technical knowledge has a positive and significant moderating effect on the relationship between behavioural uncertainty and environmental sustainability such that the negative effect of behavioural uncertainty is reduced with increasing purchasing technical knowledge. Research limitations/implications This study considers purchasing skills in terms of purchasing technical knowledge as a moderating variable; hence, other studies may take into account other moderating variables to extend this study. Also, the study considered only environmental sustainability and hence is limited in terms of other dimensions of sustainability and provide an avenue for further research in social and economic sustainability. Practical implications Since purchasing technical knowledge reduces the negative effect of behavioural uncertainty on the relationship with environmental sustainability, restaurant managers should be encouraged to improve their purchasing technical knowledge by attending short- and long-term training on purchasing functions in the restaurant industry. Social implications The social implications of the investigated link between behavioural uncertainty, purchasing technical knowledge and environmental sustainability in the restaurant industry include raising awareness, promoting sustainable practises and fostering an environmentally responsible culture. By addressing behavioural uncertainty, leveraging purchasing technical knowledge and embracing sustainability the industry can contribute to a more environmentally conscious society. Originality/value By providing empirical evidence from Tanzania, the study extends literature on examining the environmental sustainability of restaurant businesses. The study also establishes the interaction effect of purchasing technical knowledge as an important skill in reducing the negative effect of behavioural uncertainty on enhancing environmental sustainability in restaurant businesses.
