Managerial competency and performance of public primary health facilities in Tanzania: the role of resources availability

dc.description.abstractThis study assessed the relationship between health managers’ competency, resources availability and performance of public primary health facilities in Tanzania. The research based on pragmatism philosophy and used a cross-sectional research design. The census and purposive sampling strategies used to select respondents and key informants respectively. The survey employed to collect primary data from 102 public primary health facility managers. The interview was conducted to 30 health service providers and 26 clients of the health services to collect qualitative information on managerial competency, resources availability, and the performance of health facilities respectively. The SPSS version 25, NVIVO 11 and structural equation modelling IBM AMOS v21 were employed for descriptive, qualitative and inferential statistical analysis respectively. The results shown that, communication, knowledge of the healthcare environment, enabling and managing change, leadership and operations managerial competency domains were statistically significant at (p<0.05) relating to responsiveness, reliability of the services, tangibility and accessibility performance domains of health facilities. However, evidence-informed decision-making domain of managerial competency was not statistically significant (p>0.05) related to responsiveness, reliability, tangibility and accessibility performance domains of health facilities. The results moreover reported that, resources availability moderates by strengthening the relationship between managerial competency and performance of health facilities. The strengthening was more pronounced in the adequate resources’ availability. The study concludes that, managerial competency influences performance of health facilities in responsiveness, reliability, tangibility and accessibility. Moreover, resources availability moderating by strengthening the relationship between managerial competency and the performance of health facilities. The strengthening was more pronounced in the adequate resources’ availability.
