Item Assessment of the determinants of public servants effectiveness in ward administration: a case of Dodoma city council(The University of Dodoma, 2020) Menas, MariaThe study assessed the determinants of Public Servants Effectiveness in Ward Administration drawing experiences from Dodoma City Council (DCC). The study, specifically examined the working conditions of public servants in ward administration and context in relation to their responsibilities; explored the challenges faced by public servants' in implementing their roles in LGAs and suggested alternative solutions to enhance effectiveness of public servants at ward administration and service delivery at ward level. The study Design was a case study adopting mixed approach which allowed the uses of both qualitative and quantitative methods in data collection and analysis. The sample size of forty-five (45) respondents was used where data were obtained from four (4) different wards. The tools for data collection were Interviews, questionnaires and documentary reviews. The findings indicated that the roles of public servants of ensuring maintenance of peace and order, service delivery, revenue collection and promoting social welfare and economic well-being was imbedded with a number of challenges. The inadequate levels of performance were a result of a number of factors such as poor working conditions; inadequate financial resources; inadequate training; and poor motivation schemes which all impede the effectiveness of public servants at Ward levels to fulfill their roles in provision of social services. the study also suggested alternative ways that can enhance the effectiveness and efficiency of public servants in ward administration; the proposed solutions includes improving motivation in terms of monetary incentives, recognition and promotion; training opportunities and improved working environment and facilities. The study recommended to the government to invest on systems, structures so as to tackle the challenges impeding public servants to be effective and efficient in-service delivery at grass root levelsItem The capacity of school boards in administration and management of schools in Tanzania: A case of public secondary school in Same district(The University of Dodoma, 2014) Mshighati, Michael MrindokoThis study was focused on assessing the Capacity of School Boards in Administration and management of Public Secondary School in Tanzania. The major objective of the study was to examine the capacity of school boards in the administration and management of public secondary schools towards improvement of its effectiveness. Various literature review such as theoretical review and empirical literature review focused on the capacity of school boards were employed to increase awareness and solution to the problem. Cross-sectional studies which are observational in nature and are known as descriptive design was used in data collection and analysis, data were collected through questionnaires, interviews and documentary review. The findings revealed that board members often lack knowledge and skills required, so accountability falls to the headmaster. Among the different types of skills required were team work, financial management skills and the capacity to appropriately select members, develop school plans and monitor and evaluate school performance. Some evidence points to the fact that in schools with low socio-economic status, it is even more difficult to find skilled board members. Lack of fund seemed to be another finding which drags down effective performance of the school boards. Respondents declared that no funds posted by the government to handle meeting or seminar to the members of the school boards for building capacity of their duties and responsibilities for improving performance of the school. This also accelerated poor decision making and lack of seriousness among the board. The conclusions of this study highlighted to elect local citizens to run public secondary schools to ensure that the schools reflected the community‘s values and distinct economy. It is important to acknowledge that school boards as the central governance tool may be updated to compete successfully in school improvement. The recommendations of the study based on national, regional and administrative level to keep school board members as critical stakeholders positioned to drive coherent, effective, and sustainable implementation of national interventions designed to improve public secondary school boards.Item Implementing administrative decentralization in Mbozi district council, Tanzania(The University of Dodoma, 2015) Kikosa, Geofrey SimonThe study focused on examining the implementation of administrative decentralization in Mbozi District Council, Tanzania. The specific objectives of the study were to examine the components of Administrative decentralization in Tanzania, to examine how Mbozi District Council implement decentralization particularly Human resource management component, to examine the influence of administrative decentralization in the performance of the Council and to examine challenges for effective implementation of District Council‟s roles. The cross-sectional study used both secondary and primary data. The sample consisted of 75, 1 District Chair Person of the Council, 10 Councilors, 1 District Executive Director, 13 Heads of Departments and 50 supporting Staffs. Data collection methods used was survey and interviews. Tools used were questionnaire and interview guide. The collected data were analyzed using SPSS and the processed were presented in frequencies and percentages in Tables and figures mainly pie chart and bar graph for interpretation of the findings. The research finding indicates that the council has limited power in managing human resources especially in making recruitment, selection, promotion, transferring, developing and firing their personnel. It can be concluded that limited power and authority of the Council in making recruitment, selection, promotion, transfer, developing and firing their personnel affect negatively the implementation of administrative decentralization in Tanzania. Nevertheless, the study recommended that, the central government should give local government authorities more power and authority financially and politically as stipulated in the policy paper on local government reform of 1998.Item The role of human resource managers in reforming public administration in Tanzania: a case of Musoma district council(The University of Dodoma, 2012) James, RicksonThis study aimed at investigating the role of Human Resources managers in reforming public administration in Tanzania specifically in Musoma District. It intended to review recruitment and incentives strategies with the aim of making public sector employment more attractive to young and talented graduates. Transforming and revitalizing public administration enable the state perform its changing role for serving citizen better. The research design used in this study was survey design and sample size was 50 respondents: 22 respondents were Human Resources Managers which comprised of District Executive Director, Regional Administrative Secretary, District Administrative secretary, District Administrative officers, Heads of Departments in Musoma District council. 28 respondents were public employees working in Musoma District council selected using purposively sampling procedures, questionnaires and interviews were used to collect primary data and documentary review was used to collect secondary data. The study revealed that Human Resources managers play a great role in reforming public Administration. However, challenges human resource manager‟s face were poor working environment and working facilities, lack of motivation, Lack of regular training of public employees, these were found to be the major obstacles in reforming public administration. The study recommends that the government and other stakeholders should put more emphasis to increase employees‟ capacity building towards reforming public administration to better provision of service to citizens.
